This article by Brown University economist Emily Oster is designed to convince parents that COVID-19 does not have to be a deterrent to having fun on Halloween. Even though parents should be cautious about trick-or-treating, the available evidence suggests that given that Halloween occurs outdoors, there is minimal risk of transmission, which parents can help monitor by educating and watching their kids. Touching candies does not appear to be a risk either as COVID-19 does not spread easily on surfaces. Therefore, as long as candies are distributed in a socially distanced fashion, everyone wears masks, and people accept that some changes are necessary (hay rides cannot happen this year, for example), Halloween can go smoothly this year.
